Can't drag scrollbars with the mouse in Print Preview

Somehow, on the trunk 2004-08-17-09 Seamonkey Windows XP build, this broke again.

Neil, any ideas? I scoured checkins, but couldn't readily find anything.

Also, because Win32 Seamonkey builds haven't been available for almost 4 days,
this is a large window of possible checkins.
