281017 - Folder choosers should be smart about remebering last chosen folders

It will be more productive if the folder chooser widgets remembered the last
folder that was chosen. For example in the Filter rules dialog, move to folder
has a folder chooser. I create a filter and i entered a folder there. Next time
when i invoke the dialog it will be good if the last entered folder was
remembered and chosen for me there so i do not have to rechoose everytime.
