Use a 20040219 trunk build File Menu -> New -> Message tab tab (cursor in main message body text area) Insert Menu -> Characters and Symbols You get a XUL parsing error window, not the dialog you were hoping for. This has been broken since at least 20040204 builds. It was probably missed in the bug 276918 scramble, and so, broken since early January.
