Reproducible: Always Steps to Reproduce: 1a. Click on a hyperlink of the form urn:ietf:*, or 1b. Right-click on an element that has a cite attribute with content of the form urn:ietf:* and select "Properties". Actual Results: 1a. A dialog appears stating that "URN is not a registered protocol", or 1b. A dialog appears but the URN isn't displayed correctly (Bug 175074) and isn't a hyperlink. Expected Results: A user should be able to click on an IETF hyperlink on a page (or click on an IETF hyperlink within the element properties dialog on some text on a page quoted from a periodical) and be taken to the relevant IETF document. The actual resource to search should be specified by a user preference, but by default the browser should take the user to the "official" IETF home of the document. See the sample resolver in RFC 2648 for how to implement this.
