It is not!* According to pertinent RFCs and Drafts (follow URL above), newsreaders (and optionally mail clients) SHOULD allow for use of the CONTROL + L character (also known as "formfeed" or ASCII 12) to allow the reader(s) optional display of text that might be consider undesirable as part of a posting (or mail). Thunderbird doesn't allow you to include the character when composing a posting (or mail); furthermore, it FAULTILY displays the text of a message (both mail and news) that includes the character. Many newsgroups moderators on literature, film, and some in sciences (like math and physics) demand the use of said character. And the RFCs and drafts mention it among the Best Usenet Practices. I cannot use Thuderbird in most of the groups I subscribe to. Bug 11080 is marked fixed, and in fact, it does work -- a message with an embedded ^L will display an empty space in the middle... *if* you have set the option 'Display emoticons as graphics'. Not ideal, perhaps, but there you have it. If you want to make that work differently, you should open another bug (RFE) specifically for that feature. The other part of this bug... well, that *does* seem to be bug 27153. Why do you say it isn't?
