A lot of sites I have visited jumps in the screen window. When I MOVE the window it stops, and when I releases it again it starts jumping again.
Sometimes I go BACK to google from where I found a particular site and then go FORWARD again and it doesn't jump. But that is only sometimes and not often.

Reproducible: Always
Did you allow JavaScript to move or resize existing windows in Tools > Options > Content > Advanced?

Related to/duplicate of bug 221604?
I get the same results except almost every page (including Google) jumps. I've uninstalled and reinstalled firefox 1.5.0.4 with no extenions or themes with no luck.
I have encountered this on Vista. It begins as soon as the homepage loads, but goes away if a link is clicked. It comes back if the window is resized. Complete uninstallation and reinstallation has no effect.
This bug is difficult to visualize without seeing it first hand, so I made an animated GIF that I believe portrays the effect accurately.
This bug should be fixed in the next 2.0.0.x release. See http://kb.mozillazine.org/Window_shakes for workarounds.
