We who have slow email servers would like to be able to customize the button bar with a send later button instead of send

That's a menu item - not a button.

In Penelope .5a3 / Eudora 8b6, there's a button in the customize toolbar "Extras" which offers exactly this functionality.

My Eudora 8.0b6 doesn't have the "extras".  I have seen this in older versions of penelope.  I see the menu function for this, but would love a toolbar button

Different windows have different toolbars, and those toolbars can only be accessed from the corresponding window. If you're in the compose/write message window, and you right-click the toolbar you should see two elements: "Composition Toolbar" (which should be checked if the toolbar is visible) and "Customize".

Select "Customize", and the Customize Toolbar dialogue should open. Across the top, there are a series of tabs. The rightmost one is labeled "Extras". You'll find the "Send Later" button in the palette with eight other icons.

Could be usefull: no apparent contraindication.
Port existing menu item also on compose toolbar as button.

Or is Wontfix because a menu item already exist and we can not put a button for every action possible from the menu??

I have a suspicion that most if not all commands from the menu should usually have their button equivalent in the toolbar customization palette, where they do no harm for default installations. We are trying to offer useful functions; so for certain subsets of users they might be important enough to add them as a button on toolbar. More so for buttons around important functionality like sending.

I'm not sure about the actual use cases for a deliberate "Send later" and I suspect these usecases are rapidly disappearing in the modern world of broadband connections, but as Aureliano says, no apparent counterindications. Perhaps it's useful for slow connections where you want to keep receiving messages as they come (hence you don't want to set TB into offline status, which would be another workaround), but you don't want to wait for slow sending of messages until you're done with all of them.

As a sidenote, I'm a regular user of "Send later" for bug triage scenarios to look at the sent message source without actually sending the message, but I mostly use the keyboard shortcut Ctrl+Shift+Enter for that.

Icon fits with the Thunderbird theme, i.e. "paper aeroplane" (send) and "clock" (timed)
"Send Later" icon should be in the standard list of icons in the Customize Composition Toolbar without the need for this add-on. Should not be shown in the "Composition Toolbar" by default but available, so there is no change to the UX for users.

Can this button/icon be included in Thunderbird core please?

Richard can you please include the "Send Later Button" add-on into the Thunderbird core? The add-on has a MPL licence so seems compatible. Thank you
