Drop down menu for character encoding works only the first time. If you try later to change the character encoding, the drop down menu does not work and you can't change the default encoding :(
Reproducible: Always
Steps to Reproduce:
1. Select encoding for incoming and outgoing messages.
2. Create email accounts.
3. Try to change the encoding.
Actual Results:
Drop down menu doesn't show up.
Expected Results:
To show me all the encoding options that I have.
