This could be the same issue in bug 311719 or bug 324863. The blue bars on the site given are background images. The steps to reproduce are different in each bug but the problem is the same. The background image is not redrawn. Another example is part of the background at the top of mozillazine doesn't get repainted after a drop down menu from the bookmarks toolbar is dismissed. It seems to be the part of the background that repeats that doesn't get redrawn.
Sounds a lot like bug 324967 too.
