When the location bar is hidden, accel-L (or open location) pops up a little modal dialog that offers similar functionality but with some added UI (a drop-down to indicate the target of the open, a button to choose a file to open). The added UI both clutters the dialog and makes it inconsistent with the function of accel-L when the URL bar is showing, and should be removed.

STR:
1. remove/hide the location bar
2. press accel-l

Expected:
Ability to enter a URL, use same accelerators (alt+enter, ctrl+enter) as in location bar, and nothing else.
