When F7 is first struck in a profile, a modal dialog pops up and offers not to display again by checking the box. Once that is done and the dialog dismissed, the toggle state can be changed accidentally or by mistake, leaving a user completely unaware that anything happened until finding cursor keys produce unexpected results. When multiple users share a profile, and any of the sharing users are unaware of the caret browsing function, this can produce baffled users, who can't understand why cursor keys don't behave as expected. Some option to prevent F7 from toggling the state would be worth having.

I can't tell from reading it whether its fix would provide a pref to allow fully disabling the ability of F7 to toggle.
I came here to report the same bug. It drives me NUTS because I frequently use F6.
There's a hidden pref for this now, accessibility.browsewithcaret_shortcut.enabled.
