Thunderbird should distinguish the UI language (which depends on the user) from the message composition language (which depends on the recipient). There are at least two features which should be recipient-language-related:

1) the reply header (I.e. "John Doe wrote:"/"Jean Dupont a écrit:")... 

2) The spell checker (I switch the spell checker language 20 times a day).

"Recipient" is either a person (personal address book, this would be a setting similar to the text/HTML reply format) or a newsgroup hierarchy (comp.*, fr.*).

The reply header could in fact be more user-specific (so that we can use less formal headers with peolple we know) but this may be a different enhancement

#69687: no, and as far as I can see most of the things in it are already done

#260533: yes, quite similar, but #334320 extends it to newsgroups as well, and also includes the "reply header" problem.

#186596: no, because #186596 is about the standardized headers, while #334320 is about the quote-header which is far from being standardized (and is actully highly variable)

#107884: related, at best... #107884 is about providing a UI to edit the field. But #107884 assumes that one user is always going to use the same string everywhere, while there should be one such string for each language.
