When editing a message from the drafts folder and then changing the address from which the message is sent, the signature line appears in the wrong location.

Reproducible: Always

Steps to Reproduce:
1.  Click "Edit" when a message in the drafts folder is highlighted or or "Ctrl-E" in any folder.
2.  Change the "From" field to a different address.
3.  The signature line appears above the body of the message, even though preferences are set to place it below the reply and above the original message.  Netscape 7.x correctly places the signature line.

Actual Results:  
Signature line appears above the message body.

Expected Results:  
Signature line should appear below the message body as it does in Netscape 7.x.

The only work around is to cut and paste.
The setting for signature placement is identity-specific -- for each identity ("address") you have defined, you can have different behavior.  To fix your problem, go the Account Settings for the account where the misbehaving identity is defined, click Manage Identities, and make the change there.

I have already done that.  The signature line still appears in the wrong place.

Sorry: I misread your report.  On testing, this not only happens with "Edit as 
New" (Ctrl-E) but also on a normal edit-draft operation (the two are slightly different), or with "Edit as New" on a non-draft message.

It appears that the entire message body -- quote and typed text -- is treated 
as a "quote" for the purpose of relocating the sig.

I see this in TB 1.5 and 3a1-0418, Win2K.  I imagine hardware/OS is all/all.

"Above the quote" can only be selected for the master identity on any given account.  When going into "Manage Identities" for any of the multiple identies, choosing edit (for a subsidiary identity), Composition & Addressing, and place my signature above the quote, the setting is never saved.  Even if you select above the quote and click ok, if you immediately go back to this setting it has be reset to below the quote again.
