33494 - make a mozilla.owners newsgroup

I think this needs to be a porkjockeys style newsgroup (ie a limited accept
list, and no news->mail gateway) or something similar in order to keep spam
down.  This will need to wait until I get further down the road of the Despot
overhaul (which I began recently).  More as it happens.

This bug has not been touched for more than nine months. In most cases, that 
means it has "slipped through the net". Please could the owner take a moment to 
add a comment to the bug with current status, and/or close it.

Resolving; we now have a new hierarchy which, we hope, takes into account all the current needs. If it doesn't, file a fresh bug.
