"Open Web Location" drop down select event does not load page

The "Open Web Location" drop down selection only fills the location field. It does not load the page selected in the drop down, as in the location bar.
Reproducible: Always
Steps to Reproduce:
1. Disable Navigation toolbar
2. File> Open Location
3. type in part of a URL already cached in history.
4. select the URL in the drop down using arrow keys and pressing enter.
Actual Results:
Only fills in the location field
Expected Results:
Should load the web page selected, like in Location field of Navigation Toolbar

Hm, I think this is working as designed - the dropdown in the location dialog is a combobox, and selecting the item when pressing "enter" in the autocomplete popup should populate the input, as opposed to submitting the form.
