[fa-ir] is not mapped to Persian/Iran. AFAIK many servers support it. Now just [fa] is set and there's no country selection for it. Also with the rapid growth of IT in Afghanistan, their localization has been started and soon they need their [fa-af] code everywhere. It's better to let servers know which Persian and location is requested by the client.

Axel, is adding entries to regionNames.properties on the branch possible at this point?
No, all deadlines passed, and this is really just a nit that shows up in a rarely seen dialog, and then only for the fa-IR and fa-AF locales. Not that it even adds Afghanistan. I'd had to be convinced that we can resolve the RTL issues in that dialog, too, first.
No problem. Fortunately [fa] works for now. So I change version/target fields to trunk/mozilla1.9alpha. But, would you please start support of Afghanistan? [fa-af] should be added to this list too.

I was surprised by how few entries there are in regionNames.properties: 76 out of a total of 243 in ISO-3166. I've opened bug 347889 calling for a thorough update.
