For instance, there is no entry for "Subscribe to This Page" or "Report Phishing Website...". Reproducible: Always Expected Results: This file needs to be updated.

The toc is always updated together with the content it links to. See bug 341899 for the prefwindow, bug 341888 for Subscribe to This Page and bug 343857 for Report Phishing Website. You could make a patch for the latter if you like. *** This bug has been marked as a duplicate of 343857 ***
