When you select a section of text and then drag down to the bottom of the window

the page doesn't scroll down with the mouse.



Reproducible: Always

Steps to Reproduce:

1.Select some text

2.Drag downwards past the bottom of the screen



Actual Results:  The page did not scroll down



Expected Results:  The page should have scrolled down



I found this when I was testing #31102 with M15. I put this in as "Major"

severity because it is a feature I tend to use all the time when copy&pasting

text from webpages.

wasn't this bug 5495, marked fixed Feb. 28th. 2000
(Works OK on current nightly, linux PC)

hmmm...looks like it. funny it seems to have come back in M15 though. I'll see

if I can geta  nightly build for linuxppc to check it

I've tested the nightly and it seems to be fixed in that one. I'm marking it as
FIXED. Unless anyone objects I'd like to start up some sort of tracking bug for
the drag scrolling issue since it seems to be one of those ones that go away and
then come back.
