37090 - need to double-click parent in Prefs to view children

saw this using today's opt comm bits on linux, 2000.04.25.09. not sure if this
is the result of bug 36706 --mainly since w/this one i cannot see the children
at all (the opposite of everything being expanded). also, this wasn't a problem
w/y'day's bits (2000.04.24.09).

to see this:
1. open Preferences dialog (now renamed Foopy, for the nonce ;-).
2. notice that only the parent categories are listed --unable to view the
children categories.

note: don't have this tree problem when looking at the xul file picker on linux.

waiting for the windoze and macOS bits to confirm, but i imagine this is
cross-platform.

actually, double-clicking a parent category will expand to show the children.

Seems to be cross platform. Bug 37345 NT reports the same phenomena.

hopefully this should be working once the 'twisties not appearing' problem gets 
fixed..
