Benjamin thinks it may be worth contacting the Photon maintainers to see if they are planning any further work before removing it.

I contacted Max Feil <[e-mail]> and he says there is ongoing work
to move the Photon port to cairo eventually.  I have asked him to file
a bug on this.

What is the status on this? FF3.0 is almost there, and there seems no active development going in /gfx/src/photon.
