There is no sense to annoy the user with this dialog especially that downloads would be paused and not canceled ( Bug 399816 ) and after restart they would be auto-resumed ( Bug 399838 ).
Reproducible: Always
Steps to Reproduce:
1. Open e.g. http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-trunk/
2. Start downloading some file
3. Close Firefox and Download Manager if you have it opened
Actual Results:
"Cancel All Downloads?" dialog
Expected Results:
No such dialog, just close Firefox without nagging the user (or at least add checkbox to not show this dialog next time and fix wording cancel -> pause ).

Reopening because goal of bug 401172 is to fix the text of the dialog and this bug is for not showing it at all. Adding possible dependency.
