It would be great if you could update and include this Add-on. Many users are missing it:

According to the author the feature already exists (download_on_biff) but doesn't seem to work in the regular builds.

POP or IMAP? Is the account set to automatically check for new messages?

...for the account where download_on_biff doesn't work.

it's an IMAP account.
1) I send an e-mail to myself from google mail.
2) It arrives
3) I let it sit as "New Mail" for a minute and don't do anything in Thunderbird
4) After this minute I change Thunderbird to Offline Mode.
5) When I open the new mail it says: Message hasn't been downloaded from server, go online blabla
With Sync on arrival what would happen is that the ENTIRE message not just the header would be downloaded so that going to Offline Mode would NEVER require a download. Instead all messages are on the computer as soon as they come into the IMAP account. For people with laptops Sync on arrival was a very useful addon. However it doesn't really always work with 2.x anymore
So do you think you could update and take it into the core application?

Generally if an extension fixes a bug we should fix the bug, not "include" the extension. Patches welcome.
I'm not sure exactly what is a bug or not here, I think you want bug 329229. Is that not working for you?
