When I select a bookmark folder, either in the tree or the list pane (top half of the screen), and then try to create a folder by either (a) selecting "Organize > New Folder..." or right-clicking on the folder and selecting "New Folder...", the resulting new folder appears as a sibling to the original folder in the hierarchy, not _within_ that folder.
Note that this was actually WONTFIXed in the old, Firefox 2 design of Places. See bug 330540.

This also happens when creating new bookmarks and separators by the same means.

"This also happens" as in: they are not created inside the selected folder.

Also note that because the Places Organizer uses a Finder/Explorer metaphor, I'm not sure that this interaction is appropriate. I think that this one is WONTFIX as well.

This appears inconsistent with the "Bookmark Contextual Dialog". The new folder button there creates the folder within the selected one.

Right.

I think the proposed behavior is both consistent and reasonable. Otherwise, why would one have an Organize Bookmarks menu item?
Bug 451915 - move Firefox/Places bugs to Firefox/Bookmarks and History. Remove all bugspam from this move by filtering for the string "places-to-b-and-h".

In Thunderbird 3.0b, you do that as follows:
Tools | Message Filters
Make sure the correct account is selected. Click "New"
Conditions: Body contains places-to-b-and-h
Change the action to "Delete Message".
Select "Manually Run" from the dropdown at the top.
Click OK.

Select the filter in the list, make sure "Inbox" is selected at the bottom, and click "Run Now". This should delete all the bugspam. You can then delete the filter.
