I have multiple identities in TB.  I have also set a default identity for New mail.  That is OK.  Now if I am composing a New mail for a different identity and I select the second identity the signature from the second identity is appended to the bottom of the New mail along with the previously added signature of the default identity.

Reproducible: Always

Steps to Reproduce:
1. New Mail
2. See default signature
3. Change identity
4. See the default signature followed by the changed identity's signature


Expected Results:  
1. New Mail
2. See default signature
3. Change identity
4. The default signature should go away and replaced by the changed identity's signature
Works fine over here (unless you manually remove the signature delimiter.)
I can confirm that this problem occurs for me.
However, the added details I have is that I have set up my replies to be:
1. start above quoted text.
2. signature is placed below reply.

Currently, there seems to be a bug in trying to set #2 via the Manage Identities dialog, so I needed to use the Config Editor in the Advanced tab.
The bug is that it does not save your selection and always stays to place the signature at the bottom of the email.
I have confirmed this problem as well.  My relevant reply prefs:
1. start above quoted text
2. place signature above quoted text (below reply)

When switching identities, the signature of the new identity is placed *above* the signature that was already there.

It's worth noting that the signature delimiter is not placed before your signature if you use these prefs.
The original poster raised the problem when creating a new email, not when replying. There is an existing bugzilla for the replying problem https://bugzilla.mozilla.org/show_bug.cgi?id=278453

I can repeat the problem when switching identities when composing a new email,
build 2.0.0.19.

Sorry, not what I meant to say.
I find that signatures for different identities work correctly when switching identites when composing a new email.

The problem happens when I use "Send To" in Windows Explorer to send a document to thunderbird. It opens a compose window with an attachment. 
If I then switch to a different identity the signature for the new identity is appended to the signature for the default identity.
