Overview Description:
  absolute/fixed positioning and overflow: text flashes as you scroll (mac)

Steps to Reproduce:
1) load either of the two attachments to bug #44192
    http://bugzilla.mozilla.org/showattachment.cgi?attach_id=10788
    http://bugzilla.mozilla.org/showattachment.cgi?attach_id=10789
2) grab the vertical scrollbar and drag down

Actual Results: 

  The text will flash as you scroll down the page (i.e., will blank
  and then paint in again)

Expected Results: text should not flash as you scroll

Reproducibility: always

Build Date & Platform Bug Found:
  2000062914 mac os 9.0

Additional Builds and Platforms Tested On:
 DOES NOT FLASH ON
   2000062914 linux
   2000062914 win95

but see bug # and bug # for other issues. 

NOTE: these attachments have serious problems when you use native
 scrollbars (on win32/mac/linux)
