If someone get really frequently mails (like me), the regular biff notification can be really disturbing, but on the other hand I would like to get notified about new Mail in regular intervals without the need to open thunderbird. 

Normally if the Biff notification pops up, the user suspend his work and looks to the notification. Too many such breaks can degrade productivity a lot.

My idea is really simple, but it is based on the Biff flag introduced in bug 11040. 

In the user preferences you can configure an interval, or some times per day. Notifications are collected and shown in the given interval or at the given times.

Example 1: You set the notification to a 2h interval. => You get notifications at 08:00, at 10:00, at 12:00... etc. 

Example 2: You set up the notification for 09:00 (pause), 11:45 (before lunch), 15:00 (pause) and 17:45 (just before end of your workday). And you get at this four times all collected notifications.

see comments in bug 539386 and bug 539892 - your mails might still be arriving due to the IMAP IDLE feature (you can disable that in Server Settings->Advanced). In your case, I think it would be best to disable all "check for new messages every ...", and only do it manually (just before lunch, when you pause, ...) Then you will not see the "you have new mail" distractions.

Well, I don't think that would solve reporter's problem. Frequent collection of new mail is wanted to keep INBOX up to date at any time, only new mail notification frequency should be reduced to custom period or custom times to reduce disturbance. Which looks like a valid RFE to me.
