We originally disabled foreignObject for firefox 2.0 because it wasn't ready. It seems to have been working pretty well for some time so it makes sense to simplify our configuration and make it just another part of SVG.
The lack of interest in bug 406111 suggests there are very few people who want SVG without foreignObject.

There's an extra space after nsSVGForeignObjectFrame.cpp \ in Makefile.in in this patch which would prevent layout/svg/base/src building but I can fix that on check-in.
