In bug 377631 comment 36 Tim mentions moztw.org has a community recommended list [1] they'd like to use as their recommended list on AMO.

There's an extension (新同文堂) not available on AMO yet, please skip it at this time.
We might help the author send the extension to AMO, if he wish.

Wil, are you asking for a recommended list to be swapped based on geographic locations?

The "Feature Manager" in the admin tools is divided by locale (most of the current recommendations are "unspecified" so they show up for all of them).  All this bug wants is the add-ons in comment 1 to be added for the zh-TW locale.

It would be worth making sure the specified add-ons had zh-TW translations of their description, etc. too

Gotcha. Thanks for clarifying that. I've added the add-ons listed above to the zh-TW recommended list. I'm not familiar with how to verify if they have zh-TW translations of their description. Could you give me some guidance on this?

Just look at the add-on description in the zh-TW locale.  For example:

replace 2464 with the other add-on id's.
