454341 - Two cases where first time rendering the page is not zoomed at right sizes.

on first time rendering the page is not (full) zoomed at right sizes.

There are two cases


Case 1.

1. Go a web page 
   say http://en.wikipedia.org/wiki/Parakey

2. Using ctrl and "+" Zoom (to avoid bug 453429)

3. Right click "Blake Ross" link 

4. click "Open Link in New Tab"

5. wait for the page to completely load in background tab

6. Switch to the new page tab


Result:-
for a movement user see the page unzoomed
(but later get to the right zoom)

Expected:-
Page should have rendered with right zoom in background


Case 2.

1. Goto http://www.google.com/
2. Using ctrl and "+" Zoom 
3. Right click on "Google" log image
4. do "View Image"

Result:-
http://www.google.com/intl/en_ALL/images/logo.gif
appears with out any Zoom
(switch to another tab and come back, image zooms properly)


Expected:-
first time it self image should appear in right zoom.
