On linux in the mail news window you can get a tooltip stuck open. I usually do this by clicking on different folders. At some point, a tooltip will come up and just get stuck and sit there. You can bring up other tooltips without dismissing the stuck one.

This sounds similar to bug 56771.
I'm pretty sure that this is a dup of bug 50052, and would like to mark it as such, unless anyone objects. (I'll also be changing that bug to platform = ALL and urging that it be moved up to a higher priority.)
