Part of the fallout of looking at the xpcom APIs needed for embedding entails 
removing some stuff from nsIComponentManager that we don't want to commit to. 
Ray is working out the new design of this interface as well as reworking the 
implementation to fix several bugs (on the dependency list, above).

Also in the process of doing this, we're redefining what progIDs are -- 
replacing them with URN "capabilities." Ray has posted notes on this to the 
xpcom newsgroup.
Shall I make this a dup, or at least related to bug 37275?
