470870 - form manager does not appear to be working in fennec

When I enter data into a form (google search or a normal information form), I expect to see my previous entries display in a drop down.  This is not happening.

There are a couple litmus cases that test for this and they are not passing.  Here is a sample form to try out:

Yeah, we disabled it intentionally in bug 466728 because it didn't work quite right. We'll need to find a way to make it work properly (I think it's essentially the same bug as bug 461125, popups are drawn over the canvas and aren't scaled).
