Someone should double check me on this but is there a reason the application names are still localizable via the web? The $app_prettynames array in the bootstrap replaces the Names and I don't think the short names are supposed to be localized anyway.
So, we should verify they aren't in use anywhere and then remove the page and db entries.
I'm throwing this into 5.0.2 as an alternate in case we have extra time

Quick code review says the applications in the database are used all over. I think they could be replaced with the app_prettynames array but it's substantially more work.
