Bug 394288 provided customizable toolbar.
But "Menu Bar" and "Site Navigation bar" still not customizable.

Bug 475920 turned on customizable menubars (except for OSX). Changing summary.
Summary: Make "Menu Bar" and "Site Navigation bar" customizable (at least the way in Firefox) → Make the "Site Navigation bar" customizable (at least the way in Firefox)

Changing summary again. Firefox does not have a site navigation bar (unless you install an extension)
