481983 - use colorpicker with full color wheel in custom persona editor

The custom persona editor's color picker offers only a limited set of colors to choose from.  It should offer a full color wheel of colors, as does the persona submission form on the website.

The custom persona editor uses the XUL colorpicker widget, which doesn't have this feature (see bug 56045, bug 90667, and bug 233460).  So we'd either have to fix the XUL colorpicker widget or replace it with whatever widget the website is using.

this is an enhancement to a hidden feature. since designers have access to the full color wheel in creating a shared design, this should be lower priority. changing to P3.
