498018 - Allow printing from content tabs (What's New, about:rights etc)

Currently Thunderbird has a separate license file in its directory. I'd like to move that into Thunderbird in combination with bug 480533. It then makes sense that some users will want to print the info for later reference. Hence we should allow printing from content tabs (this may also be useful for extensions).

The print preview situation is a little more difficult, so to save effort now I've shipped that out to bug 497994 and we can deal with that if we get time. I think it is better that a user can print and not print preview, than a user cannot print preview or print.

I'll attach a patch once I've worked out the finer points of getting our toolbar to update when we switch tabs.

This fixes the toolbar issue as well - when we open a new tab we need to referesh the toolbar.

Phil's got a lot on (and probably a big review queue) at the moment. Magnus, if you get chance before him, can you review this? I'd like to keep these patches moving if possible.
