50522 - Add Version info resource to <seamonkey-1.1.*.*.win32.*installer.exe> for Properties panel

It should be possible to right-click on the win32 setup EXE file select 
Properties -> Version and see stuff like Copyright, Version, date, etc...

almost a dupe of 23560 but this one is about the resulting installer file not 
the individual files inside the installer

this appears to be tied in with nsztool.exe... don't know how to get that to
version its exes, or if that's plausible.

the actual exe that needs to be updated is nsinstall.exe located here:
  mozilla\xpinstall\wizard\windows\nsinstall

nsinstall.exe is what the mozilla-win32-installer.exe is built from.

I checked SM 1.1.19 (both), SM 2.0.4, SM 2.1a1pre, FF 3.6.3: same as previous comment.
