Support for some non-tcp based protocol for the video and audio tags seems like it could be useful for live streams such as the weekly MoFo meetings.

We'd also need software that streams Theora video using the non-tcp based protocol. Is there any?

gstreamer seems to support this:

There is the LScube project, which has a tool set for streaming, transcoding  non-tcp protocols. It supports Theora as well as quite a few other formats.

rtsp was done in bug 831645, rtcp is also there, pretty sure about that. No idea about RTP.
