512962 - incompatible add-ons dialog scrollbar doesn't scroll to bottom

During initial upgrade & first run to Thunderbird 3.0, dialog popped up with a list of incompatible add-ons.  Scrolling to the bottom of the list bounced the scroll bar back up a half line.  Clicking on the gap between the scroll bar position and the down arrow bounced the scroll bar back up as well.

It behaves as if it is always trying to display a full entry as the first line in the scroll box.

Recommend either increasing the size of the scroll box to be a whole multiple of the font height, or allow partial entries to be displayed (at the top).

Reproducible: Always

Steps to Reproduce:
1. Have more than 8 incompatible add-ons
2. Start up thunderbird.
