If the smart folders account gets created before the local mail folders account, it gets set as the local folders account, which means we don't create a local folders account, and thus have no place to put unsent messages, etc. I could probably fix this by making the auto config wizard create local folders if it doesn't exist, immediately. Or make it so smart folders doesn't get set as the local folders account.

I've marked this as a blocker because smart folders will be the default for the folder pane for b4.
