Pointed out by Dave Garrett in bug 515835 comment 3. At least for some add-ons, the “Latest Version” shown in the developer dashboard is not updated when a developer uploads a new (sandboxed) version.
Dave pointed out that this might be a regression related to 515835. I do not know how it worked before (so I cannot tell whether this is a regression or not), but anyway this behavior is undesired. I am filing it as a separate bug since it is a different issue from 515835 at least on surface. Feel free to mark this as a duplicate if the cause turns out to be the same.
Timeline in the case of my add-on, Link Status:
June 27: nomination of the add-on was approved and version 1.1 was made public.
August 14: I uploaded version 1.2.
September 10: I uploaded version 1.3.
Actual Results:
Since June 27, the developer dashboard has been showing
> Latest Version: 1.1 (1 Public file)
all the time.
Expected Results:
The “Latest Version” shown in the developer dashboard should be updated when a developer uploads a new (sandboxed) version.

I think this is fixed in the new dev tools:

Pages that are still on PHP will be out of date, but anything on python should be insta-update.
