52997 - Provide UI to add/change panel list providers

Reproduce:
Customize sidebar

Actual result:
Netscape servers are queried for available panels. No way inthe UI to change
that.

Expected result:
I can choose between <http://www.dmoz.org> and <http://www.yahoo.com>, I should
also have to option to change the panel list provider.

This is not an enhancement request, because the current UI gives Netscape too
much control, it makes competition practically impossible.

At first I was thinking this could be a drop down select box, but then I
realized that you may want to use panels from several different providers.
There would also need to be a way to add your own provider to the others.

David, I don't think, the backend can do that right now (one more reason to
dislike this feature - desgined to harm competition) - this would be another bug.

Reassigning 50 Sidebar bugs to Matt.  I was told this was going to be done 
shortly about two months ago, but it clearly hasn't been.  I think that's long 
enough for all these bugs to remain assigned to nobody.

Feel free to filter all this spam into the trashcan by looking for this string

Bulk reopening incorrectly expired bugs - no activity does not constitute no bug - these need proper checking.

I will try to collect existing sidebar panels, in a second step we can see whether it will be useful to organize a common hosting for those sidebar panels.
All that will be tracked with new "Bug 1292481 "Sidebar directory" opens Browser default Start Page instead of sidebar panels repository".
So I mark this one as WONTFIX (EXPIRED would be a more appropriate resolution).
