Steps how to reproduce NOT reproducible REPRODUCIBLE with official en-US SeaMonkey 2.48a1 (NT 6.1; WOW64; rv:51.0) Gecko/20100101 Firefox/51.0 Build 20160804000913 (Default Classic Theme) on German WIN7 64bit:
1. Launch Browser → <f9> to open sidebar if necessary
2. ˋIn Sidebar Heading above panels ˋclick Tabs → Sidebar directoryˊ
Expected: opens web page with overview of additional sidebar panels
Actual: Opens default start page in new Browser Window
a) History
Long ago when Bug 37877 was filed the link lead to DMOZ contents
with links to Netscape contents as reported
After a while that has been replaced by a link to an unmeaning
page on seamonkey-project.org
b) I haven't a clue where a sidebars overview can be found
c) Same with ˋTabs → Customize Sidebar → find more sidebarsˊ

Confirmed en-US x64.

Looks ancient and should probably just be removed. Firefox doesn't even with classic theme restorer have the full sidebar functionality any more as far as I can see so its likely this is unused.

I will try to gain some knowledge concerning useful sidebars. If we get a considerable number of sidebars, we should create a list 8in the wiki?) and add a link to that?

Just found bug 411526 (filed in early 2008) which is "Move 'sidebar-rdf.netscape.com' to something like 'sidebar-rdf.seamonkey-project.org', or drop this feature."
Right now it depends on Bug 613971 "Replace SeaMonkey sidebar code with something more modern" but I don't know if it needs to.

"Bug 613971 - Replace SeaMonkey sidebar code with something more modern" is concerning a complete rewriting of the sidebar code, not concerning improvement of some details. But of course, new code may not lead to wrong targets.

Please check if this is still a problem.
It now opens https://edmullen.net/mozilla/moz_sidebar.php for me in 2.49.1
Didn't check 2.46 yet. Bug 1367916 removed the long ago dead customization option but is only fixed in 2.52+ Bug 411526 ended up as a duplicate for it.

Yes, but that is not a real solution, many of the listed Sidebars on <https://edmullen.net/mozilla/sidebar_urls.php> do not work: <https://seamonkeyde.wordpress.com/2017/04/15/sidebar-panels-die-nicht-mehr-funktionieren-%E2%99%B0/>

I doubt that we can get something better than current link target, Ed Mullen's SEAMONKEY SIDEBARS
So WFM or even FIXED?
