In Thunderbird version 2.0.0.23 (20090812) The "Add to Bcc" button seems to have disappeared again. Apparently reported as Bug 503743 previously and resolved in previous build of Thunderbird.

The ability to select multiple Contacts as Bcc email recipients is almost essential. Current workaround is to select TO, and then change each line in the outgoing email header, but this is cumbersome at best with lots of contacts.

This greatly enhances the security of those emails forwarded to multiple recipients, who in turn forward the email.
If you look at the bug that the one you found was marked as duplicate of, you'll see that the "Target Milestone" field says "Thunderbird 3" - 2.x has been string-frozen for years, there's no way something that needs a localized string like that could be added to it.
