I've also updated the major update section of the 1.9.1 config, so we can generate 3.5.9 -> 3.6.3 if necessary. We'll need to bump that again if we have to respin 3.6.3.

nthomas just reverted back the l10n changesets, so now FF3.6.3 will have identical l10n strings to FF3.6.2.

Details for the curious: creating the source tarball is part of our
automation, so this is usually not an issue. However, in the rush to
start 3.6.3 quickly, a manual typo caused us to stop and restart the
build automation at the beginning. No harm to FF3.6.3 builds, the typo
was fixed and builds rekicked off just fine. However, the dependent step
in automation to generate source tarball never got rekicked, and we
never noticed that. It just got missed in the rush.

Sorry for the fuss this caused.

All done here, and just (re)confirmed that the update EUballot builds are live also.
