556953 - Bump redirect for EU ballot builds

Description

[John O'Duinn [:joduinn] (please use "needinfo?" flag)]

Steps done:
1) prepare and test unsigned builds bug#556496
2) sign builds
3) configure bouncer - product is Firefox-3.6.3-EUballot

Still todo:
1) QA verify signed EUballot builds
2) publish builds to mirrors - 
 http://ftp.mozilla.org/pub/mozilla.org/firefox/releases/3.6.3/win32-EUballot/
3) wait for enough mirror coverage
4) IT/oncall: change rewrite on download.m.o to point at 'firefox-3.6.3-euballot'. The existing redirect is described at bug#538429 comment#18
5) Pascal: update version shown in download box at http://browserchoice.mozilla.com/ (but not the URL!!), and wherever else is appropriate.
