557271 - Update redirect for EU ballot builds

Like we did in bug#554261, need to make sure people coming from EUBallot get the right Firefox (ie the new FF3.6.3).

Not really: bug#556953 is for all the steps, mostly the RelEng work. 

This bug is to track the IT work of:

4) IT/oncall: change rewrite on download.m.o to point at
'firefox-3.6.3-euballot'. The existing redirect is described at bug#538429

After you're done with that, please svn up browserchoice.m.c and purge any caches (Edgecast).  That will take care of bug 557284

I think we can remove this download.m.o redirect in the future, and have browserchoice.m.c link directly to ?product=firefox-{VERSION_NUM}-euballot, since having IT update a redirect just to have firefox-latest-euballot isn't really saving any work.  I'll file a bug for that
