Here we go! This more or less completes the implementation of set_all for Bugzilla::Bug. (The bug-moving stuff I'm putting into an extension, in another bug.)

Once I fixed the error reported in bug 567780, I was able to get this change to work properly. So you can hold off checking in til the other issue is fixed if you like or check in sooner. r=dkl
