We require TLD owners to apply for inclusion; the Saudis and the Russians already have. I'm sure the Egyptians will be in touch before too long, but we need to wait until they are.

Do they know that they need to contact Mozilla and do they know where to contact Mozilla?

Gen: it's fairly well known in the registry community that we have this policy; we did email them all about it, and a few seconds of testing in Firefox (30%+ market share worldwide) will show it doesn't work and set off some investigation as to why.
I really don't think they'll fail to notice :-)
