Can confirm. Also, i have a rss feed folder in the bookmarks toolbar, with multiple folders & feeds within it. the primary feed folder and contents off the toolbar is transparent, but the sub folder items are not. Yet, the other 'regular' bookmark toolbar folders and sub folders work as expected.
I believe there was a bug on this already, but I can't seem to find it.

I only have this issue when using the 256 beta drivers from nvidia. With the latest stable drivers, the problem disappears.
Toggling mozilla.widget.render-mode to -1 is a temporary fix, but also telling.
Is this also related to this bug? It happens everytime I download anything from anywhere.
ok after wasting a bit of time this looks like a driver issue the bug only happens with 257.15 beta drivers , everything works with 198.01 and 197.x
Hmm... Interesting. I can confirm that it works with 197.75 - latest stable drivers for my card. I don't know why there were beta drivers on my system. :-O
Bringing this to the attention of our friend at NVidia.
I can't see any tooltip and can't see the dialogs when clicking on the identity box on the far left and the bookmarks star on the far right. There is no dialog at all. Using a Geforce 8600 GTS with 197.15 driver. Is this related to this bug or not? Can someone confirm the absence of the tooltips and aforementioned dialogs with D2D enabled?
Ok just tested this and with Build 20100610 there is no problem at all with the tooltips and D2D enabled. Problem only occurs with today's build 20100611.

looks like relanding of bug 555133 caused this and a dupe of bug 556193.

I think I spoke too soon here also, though I have seen this bug before with my Nvidia 7050 / 610i but not recently, tested 197.x and 257.x and not seeing partial menu outlines anymore.
relanding of https://bugzilla.mozilla.org/show_bug.cgi?id=555133 caused this https://bugzilla.mozilla.org/show_bug.cgi?id=556193 no tooltips at all , Bug 571019 is caused by driver issues and 257.15 seems the culprit , the symptom is different the missing stuff is drawn as a transparent box with no text and doesn't affect tooltips only
the bug happens with the just released 257.21 WHQL too
myzar can you retest this again? Have you tried a new profile without extensions already?
Holy hand grenades batman! D2D enabled, and tooltips, URL menu, contect menu, rss feed folders & bookmarks are back again. 8600GT 257.21 drivers. Nice job.
yes everything works now with 257.21 whql 8800gt win7 X64
Yes, everything works but I still use the 197.45 driver version. I doubt it has something to do with the driver. Maybe a regression from fixing another bug?
Everything works for me on 257.21 drivers. Even Download Completed Notification works.
The latest D2D fixes for transparency look like they took care of this then. thewolf86, can you retest?
Sorry, won't be able to retest till after I get back from vacation in a week. Laptop no worky DX10/Direct2D.
Planes... Delays... On a more positive note: I can confirm that this appears to have been fixed. Tool tips seem to be working 100%.
Bas, looks like bug 573506 and bug 573507 did some clean up here.
